Monitoring, Evaluation, Accountability & Learning (MEAL)
MEAL designed into every programme from day one, not retrofitted at reporting time.
Monitoring, evaluation, accountability and learning are core to how we deliver, not an afterthought. Our MEAL Department leads this discipline across every engagement, and has built ATLAS, our proprietary in-house platform, to run it at scale, which is why every number in a case study is defensible.
Core Capabilities
MEAL Framework & Indicator Design
Building the indicators and data structure a programme will be measured against, before delivery starts.
Field-Level Monitoring via ATLAS
Beneficiary registration, verification, and distribution tracking run through our in-house platform.
Third-Party Verification
Independent data quality assurance that stands up to donor and auditor scrutiny.
Learning Reviews
Structured after-action reviews that feed directly back into future programme design.
Our Approach
- 01
Design the Framework
Set indicators and data collection methods aligned to programme objectives.
- 02
Deploy ATLAS
Register and verify beneficiaries digitally from the first distribution.
- 03
Monitor in Real Time
Track delivery against target continuously, not only at reporting milestones.
- 04
Learn & Improve
Feed monitoring evidence back into the current and future programme design.
We built ATLAS ourselves. MEAL is a discipline we practise, not a service we outsource.
ATLAS was conceived and developed internally by our own MEAL Department in response to real field challenges.
Every distribution figure we publish is verified through ATLAS before it is reported.
Our MEAL team sits inside the delivery structure, not bolted on for donor reporting at the end.

ATLAS is Osman Consulting’s proprietary humanitarian platform, developed internally by our MEAL Department to strengthen beneficiary registration, distribution tracking, real-time monitoring, and data verification. It has been used to verify distributions and dashboards across projects including the Sri Lanka Flood Emergency Response, the Pakistan Floods response, and the global Qurbani 2026 and Ramadan 2026 programmes, giving field teams and donors real-time visibility into programme delivery.
